To be fair, with the exception of Eiko, the whole game is really about the main four, in my opinion. All of them have relevance for the most part, up until Brahne's death, when the plot becomes a lot less compelling, and more about Kuja and Zidane than anybody else. The rest of the cast just seem to be there to make up the numbers for those moments when the group splits up.
I'd also stick by my point that Freya is probably unnecessary cast, since all she really does is give you a reason to go to Burmecia, which could have been handled by an NPC. Her backstory with Fratley and her history with Zidane also go nowhere, and are hardly ever mentioned.

Freya went back and forth with me, but I finally settled on Secondary because she helps to develop several other characters; mostly Steiner and Amarant (the second of which was a wasted effort). Along with the Burmecia/Cleyra stuff, she also is the one that stays with Beatrix to fight Brahne's forces. Had she not done that, I really doubt Steiner would've stayed behind. Freya's role is subtle and really borders on Unnecessary, but that's mostly based on her contributions in Kuja's half, of which she had none at all. She hung out with Amarant in the Loser's Club. She had a vague role in Brahne's half though, which is why I went Secondary.
It's hard for me to determine whether Freya or Eiko had a bigger role. Eiko didn't even appear until really late and all she does is help Garnet learn to use summons. She's captured by Kuja at one point and Mog uses the trance to become Madeen, which is sooort of a plot point, but that's Mog, not Eiko.
